Is the Sun, Moon, and Rising the same as a full birth chart?

No. Those three signs are the foundation. A full birth chart also places Mercury through Pluto, the lunar nodes, the houses, and the aspects that tie them together. Use the birth chart calculator when you want that wider map.

What is the difference between Sun, Moon, and Rising?

The Sun is the direction of the life. The Moon is the private emotional style. The Rising sign is the zodiac sign rising on the eastern horizon, which is why it needs a birth time and a place. People often meet the Rising sign before they know the Sun.

How accurate is this calculator?

The Sun and Moon use a standard low-precision ephemeris that is accurate to about an arcminute, which is plenty for the sign and usually for the degree. The Rising sign is only as good as the birth time and the city. Chiron is a Keplerian approximation and should be treated gently near a sign cusp.
